Question: Can a DDoS attack be completely stopped?
Only if the Law Enforcement Agencies close down the servers(s) managing the attack (which is usually done using one or more Botnets). However DDoS attacks can be effectively mitigated, where the attackers are stopped, but regular users of the connection are not affected.
Question: Where is the best location to put the DDoS Mitigation device?
The DDoS Mitigation Device should be put out at the edge of whatever is to be protected. So, if you want to protect a Web Farm, then the DDoS Mitigation Device would be between the Internet and the Load Balancer(s). Outside the CE router would be a good place.
Question: What happens if I have multiple ISP connections?
You will need a DDoS Mitigation Device in each ISP connection. The DDoS Mitigation Devices will need to be set up to support asymmetric routing and configured to share information with each other.
